In March 2011, the Public Policy Committee of Generation Now! developed a position paper proposing changes in the budgetary process to address the long-term fiscal woes of the Virgin Islands Government. In short, we are suggesting that in order for the Virgin Islands Government to avoid perpetually being on the brink of financial collapse, it should adopt a mechanism for legislatively imposed spending caps on budget appropriations and adopt a more inclusive revenue forecasting process. We believe that real problems require commitment to real change. We would love for you to review our position paper and lend your support to our efforts if you agree with its findings.
